If you want to build good public relations, just add a few horses - it works. The Philadelphia Police Department trotted back its mounted police unit last year, after the unit was cut in 2004. Police departments justify the use of mounted patrol in crowd control situations, where a single horse is claimed to be as effective as 10 to 12 police officers. Different police agencies have had mixed success with mounted patrols.

PPD Mounted Patrol was utilized in the November 30, 2011 eviction of Occupy Philadelphia from Dilworth Plaza. One protestor was hurt when a police horse stepped on her foot.
